Actually, bombing is not terrorism; you have to include a policy-change you'd like to associate with a bombing. It is possible to randomly bomb without any policy intent, although that's rare. IRA, Unabomber, Weather underground, all have policy interests. Tim McVeigh had harder to define objectives, perhaps instilling caution in future governments.
