On April 13, authorities discovered Dong was returning to Los Angeles from Vietnam and held him over for inspection at the airport, prosecutors said. Dong had bird feathers and droppings on his socks, and birds' tail feathers peeking out from under his pants, they said.

When Dong was searched, they found 14 live birds attached to cloth tied around his calves, prosecutors said.
